The musical idea isn't that surprising. There's been a Sherlock Holmes
musical in the U.S. (Baker Street), an Arsene Lupin musical in Paris and an
Avengers musical in London, any of which could have put a tuneful bug in
LC's ear. When you consider that musicals have been made from comic strips
(Superman, Li'l Abner, Andy Capp), poetry (Cats) and even horror movies
(Phantom of the Opera, Sweeney Todd), The Saint should be a breeze to adapt.

He engaged a well known lyricist to work with him on the musical so I could
have seen that working. As for Carry on Saint, well no. No way in hell would
that have flown. Which is probably why it didn't go further than a few
conversations.
